Job Summary:

This job is responsible for developing, recommending, implementing and evaluating sound business strategies and a comprehensive government relations, public affairs and legislative advocacy programs to inform, advocate and influence public policy at federal, state and local levels on areas of significant interest and concern to CHI Franciscan Health (CHI-FH) and in support of the mission and strategic objectives of Catholic Health Initiatives (CHI).  An incumbent performs highly responsible, sensitive and complex analyses of legislative issues and their impact on CHI-FH business development, strategic planning, fiscal/resource stewardship, and general operations, formulates timely and responsive recommendations for senior leadership review/action and serves as liaison to government officials and policymakers to advocate the organization’s position on important issues, develop policy initiatives, provide feedback relating to potential new laws and regulations, and discuss overarching issues facing the healthcare industry.  


Essential Duties:

  • Leads comprehensive/coordinated governmental affairs and legislative advocacy program(s) and reactive response process(es) between CHI-FH and federal, state and local elected officials designed to shape public policy, raise organizational awareness, support achievement of operational objectives and further achievement of CHI-FH’s mission; represents, negotiates and advocates for the CHI-FH legislative agenda and interests.
  • Proactively monitors (in conjunction with contracted lobbyist) the political, legislative, regulatory and policy landscape to identify opportunities to advocate for the organization’s position on important issues, develop policy initiatives, provide feedback about potential new laws/regulations and discuss issues facing the healthcare industry; provides actionable intelligence and analysis to stakeholders to facilitate future strategic/tactical planning.
  • Cultivates and maintains strategic relationships with key executive, legislative and regulatory principals and elected/appointed officials to represent CHI-FH and advance the interests, policy agenda, resources and mission of the organization; oversees activities of contracted lobbyist and supports lobbying activities that impact local ministries. 
  • Develops and implements process framework to engage providers and other key staff in state and local advocacy efforts; seeks, supports and facilitates opportunities for interaction with key government officials, policy and decision-makers and other stakeholders.
  • Consults with Legal, Marketing/Communications and Community Relations to coordinate federal and state lobbying activities that impact CHI-FH; testifies, or coordinates testimony, at state legislative hearings.

Education/Work Experience Requirements

  • Bachelor’s degree in Business Administration, Health Care Administration, Political Science, Law, Communications, Public Health Policy, Government or related discipline, and seven years of related work experience that would demonstrate attainment of the requisite job knowledge/abilities.
  • Master’s degree in a discipline related to the requirements of the position is strongly preferred.
